Hindenburg invoked Article 48 sixty times in 1932 alone
“If public security and order are seriously disturbed or endangered within
the German Reich, the President of the Reich may take measures necessary
for their restoration, intervening if need be with the assistance of the
armed forces.”
With an inability for the Reichstag to come to a consensus to pass legislation, President Hindenburg dismissed the process of parliamentary politics to achieve his aims by routinely using article 48. This was a hard habit to break....
∴ This habit of ruling by decree undermined the authority of the Reichstag and need for a constitutional democracy.
